Position Summary

The Kinistin Saulteaux Nation is seeking an energetic, qualified and reliable individual to work out of the Kinistin Administration office, located on the Kinistin First Nation. The Chief Executive officer will lead the organization and its personnel in achieving the organization’s mandate, goals and objectives and is responsible for the overall development, implementation, administration, and management of the day to day operations of the Kinistin Saulteaux Nation.  The Chief Executive Officer is the senior, non-political executive officer of the Kinistin Saulteaux Nation and has the following duties and responsibilities:

Financial Management

  1. Ensure the financial management of the organization is in accordance with approved policies and procedures, direct the development and implementation of annual budgets, and submit prepared financial reports to Chief and Council on a monthly or regular basis.
  2. Maintain the financial integrity, accountability, and transparency of the Kinistin Saulteaux Nation.
  3. Ensure the annual audit is presented in accordance with the approved requirements and time guidelines.
  4. Report to Chief and Council on any issue or concern that requires immediate resolution.
  5. Seek and/or negotiate alternate sources of funding on behalf of the Kinistin Saulteaux Nation subject to Chief and Council approval.
  6. Must have the ability to work with ACCPAC to prepare and analyze financial reports.
  7. Must have knowledge and experience in financial management including knowledge of GAAP, Budgeting, and ability to formulate and administer programs within budgets.
  8. Must have knowledge of ISC (Indigenous Services Canada), Health Canada, and other First Nation funding agencies.

Human Resources and Communications

  1. Overall direct and indirect supervision of all personnel within the organization.
  2. Implementation of the Personnel Policy
  3. Assign tasks to personnel as may be required
  4. Respond to any issue or concern in relation to personnel of the organization in collaboration with all program managers of the Kinistin Saulteaux Nation.
  5. Support and assist in implementation of a communication strategy for the organization.
  6. Prepare press releases, media inquiries, or any other requests for information as may be required.
  7. Assist and support the Chief and Council as may be necessary.

Administrative Activities

  1. Ensure the proper and timely scheduling of meetings and other gatherings as may be called.
  2. Prepare the monthly Chief and Council meeting agendas.
  3. Maintain effective working relationships with outside organizations and departments.
  4. Ensure that decisions of the Chief and Council are processed in a timely and effective manner.
  5. Ensure reports, correspondence, and other documents are properly prepared and filed as required.
  6. Prepare an overall organizational work plan, in consultation with Chief and Council, and Directors and Program Managers.

Qualifications

  • A degree from a recognized educational institution in business administration, commerce, management accounting, finance management, or equivalent educational and experienced background.
  • Minimum five years senior management experience
  • Must be knowledgeable and experienced in ACCPAC, GAAP, Budgeting, and Human Resource Management.
  • Ability to organize, motivate, delegate, supervise, and co-ordinate personnel.
  • Ability to work with department managers and collaboratively formulate and administer programs within allocated resources (budgets).
  • Knowledge and familiarity with ISC, Health Canada, and other First Nation funding agencies.
  • Knowledge and experience in working with First Nation people, and an understanding of the particular issues encountered by First Nation people.

Details

Kinistin Saulteaux Nation is located approximately 35 minutes southwest of Melfort, Saskatchewan. There are permanent and casual employees in the areas of governance, education, health, community infrastructure, and lands.
