THE POSITION

Under the supervision of and reporting directly to the Director of Education and as a member of the STC Structural Readiness Educational Alliance team, the Information System Consultant(s) is responsible for developing and implementing an effective and cost-efficient program for the management of the paper and electronic files of the organization.

DUTIES/RESPONSIBILITIES

  1. Develop and implement an effective and cost efficient program encompassing the following articles: student records, employee information, proposals, key decisions, research, meeting minutes, briefing notes, presentations, background papers, employee file management, email management, transcriptions and policy and procedure documentation.
  2. Design, develop and implement an information management system for STC education.
  3. Provide expert advice and direction in the establishment of a records and information management system.
  4. Develop a detailed work plan for the implementation of a records management program and serve as an advisor during the key implementation steps.
  5. Ensure the protection of current records in alignment with OCAP principles.
  6. Develop a file classification system for all employees and functional areas in education.
  7. Establish a records management system which promotes a more collaborative sharing of information and eliminates inefficiencies and duplication.
  8. Create all of the necessary documentation to support the ongoing management and sustainability of the records management program including policies, procedures, training materials and audit requirements.
  9. Ensure consistency in the organization and management of paper and electronic records throughout their lifecycle.
  10. Ensure security of records retrieval and use and safeguards and protect personal and confidential information.
  11. Provide training as require during key stages of implementation of the records management system.

QUALIFICATIONS & CONDITIONS OF EMPLOYMENT

The successful consultant requires a strong technical background in electronic and manual records and document administration; familiarity with relevant legislation and industry standards, procedures and methods pertinent to the field; and the ability to provide practical advice and guidance to others on implementing an effective records management program and must have experience in the following areas.

  1. Proven experience and expertise in the assessment of organization active and inactive, paper and electronic records and document management, processes, policies and procedures
  2. Strong working knowledge of active and inactive, paper and electronic records, archival materials and document management systems and technology
  3. Excellent project management skills
  4. Experience in designing and implementing a records management system from scratch.
